I have 24 history of arrears,is it possible to apply for Canada university

Hi guys,
I did aeronautical engineering in 2014.Now I want to apply for Canada university but every consultancy replied no use to apply for Canada because of my history of arrears.

History of arrears - 24
Cgpa - 6.3
IELTS - 6.5

Can I get canada university and visa.If no what is the alternative solution for studying in canada?
