I have 14 years of education and 10 years of DBA experience am eligible?

Dear Guy's,

i have done bachelor 14 years of education and i have done lots of certfication in Oracle Database field i have more than 10 years of Oracle and SQL database experience, my age is 36 and i am preparing my self for the IELTS test for at-least 7 bands each, my wife is a house wife and she has done school level degree, could anyone guide me am i eligible for Express Entry or Skilled migration..... if i am not eligible could anyone guide me where i am lacking and how to overcome this problem.
