Short answer is no.

To qualify for an OWP, he needs to get a TRV and travel to Canada with you. You must then sponsor him for PR through the inland spousal sponsorship program and inlcude an OWP with that application. It will take a number of months for the OWP to be issued and he'll need to remain in Canada during that time since you've applied inland.

He can't apply for the OWP separately or from outside of Canada.
