Is that OK I use photos for some documents e.g. police certificate and attach them in a PDF file?
 
If you do download a mobile scanner. It takes a photo with your phone and turns it to into a scan. Either way make sure it's very clear.

Exactly, there are many for iOS/Android and most of them are free

You can get a scanner for less than 50$ nowadays. Are you sure the Canadian residency is not important enough for you to invest in this in order to provide as clear as possible documents? Your call.

Alternatively, if you have access to a public scanner at an university library for instance you might want to schedule a time to go there and get all files scanned.
 
A smartphone can be compatible with apps like CamScanner or Microsoft's own scanner app, but it would be impacted negatively if, say, your smartphone camera's megapixel count is less, resulting in an overall low resolution image. This would deteriorate in quality even if you slightly zoomed in. I would recommend accessing an actual scanner even if it is in a public place or a college or something.

However, if you cannot get a scanner and HAVE to use a smartphone, at least an 8 Megapixel camera would create a decent resolution as a starting point. I'd still say access a scanner. It's your PR application and it's quite a significant point in life.
 
Or goto staples and get everything scanned......one has to be little more careful with docs at public place though....
 
The biggest issue is focus - certain words may not be clear and lighting/shadows all are an unpleasant experience.
 
Using a scanner will ensure that you can upload your clear documents. Many people have scanners these days. I live in London. If you are close by, you are more than welcome to use my scanner. My scanner is A4 size so it won't be suitable to scan documents larger than that.
