I am married bu don't have a marriage certificate rite now.As getting the marriage certificate can take some time ,in the mean time can I apply for the PR.I intend to take my spouse after few months of entering into Canada.

I think you need marriage certificate..
 
You need marriage certificate to prove your legal relationship with your spouse. Without that, your application will not be able to be processed unless you decide to exclude your spouse in your application.
 
In India I can get the marriage certificate only from the place I got married.And also they are asking me and my spouse to come to the marriage registrar's office multiple times.As I am rite now far from my home town and not getting the leaves can I apply for Canada PR excluding my spouse.In this case will I be able to accompany her later on.
 
If you are married in a church, the certificate of marriage issued from the church is fine.
