I applied for CSQ on August, 2018 ( old system) . I am an inland applicant and have 2 years Working experience in Montreal. My Post graduate work permit will be expired on August, 2019 . I heard that, now it takes around 16 months to get CSQ. I am concerned about that and want to know if I can apply for Canadian experience class through express entry? Please advice. Thanks.

Yes, but... as you probably know, with any of the Federal programs, you have prove that you will not live in Quebec. The fact that you have applied for CSQ will make it very difficult for IRCC to believe you, unless you find a new job and move before you apply. Which, fortunately you can do with your PGWP.
