i am a permanent resident.. i got a notice of assesment..from 2009..can i still apply this december..because i dont havr income this 2010. didnt work this year,, so do you think if i applly this monday would they accept my notice of assesment from 2009. how long would they received would it be january..! and still they will accept my'. notice of assesment. if they received it on january or feb 2011,,pls let me know!!and my employment letter i got only 4 hours every other week.. soo thats ok right,../i just wanna make sure 1st before i apply my application this monday.. so please let me know soon as possible.. thnks

Yaya is correct. As long as you are not on welfare and not in bankruptcy, you can sponsor a spouse, regardless of your income (or lack thereof).

Although there is no requirement for income for a sponsored spouse, if the sponsored spouse appears unemployable and the sponsor is unemployed, there is a chance that the application will be refused under Section 39 of the Act.

Financial reasons
39. A foreign national is inadmissible for financial reasons if they are or will be unable or unwilling to support themself or any other person who is dependent on them, and have not satisfied an officer that adequate arrangements for care and support, other than those that involve social assistance, have been made.
 
Even if you have no income, you should still file taxes this year - it'll be really easy since everything will just be blank... then you'll have a Notice of Assessment for 2010 - in case CIC ask for an update come April or something... In fact, if you have no T4's etc, you can file first thing in January won't have to wait until April for CRA to have a new NOA...

Also... don't you need an 'Option C printout' and not just a Notice of Assessment?

Yes, the Option C is required.
 
If you are paying your debts thru consolodation (trustee) but didn't file bankruptcy.. is this still considered as bankruptcy??
 
You should still have to file your taxes even if you have not been working and yes you do need your option C no matter what. Supposedly if your sponsoring your husband or wife there is no reminimum requirement for income.
 
I have a question too.
receiving child care benefits and the child tax benefits are considering as welfare receiving?
 
No Child Tax Benefit, Childcare Benefits or subsidies or government assistance for anything disability-related are all NOT considered "Welfare". What they are referring to is basic help for food and shelter that someone receives.

1.you are exempt from minimum financial requirements IF you are sponsoring uyour spouse/common-law/conjugal partner but as someone else noted, they may request more information on how you plan to support yourself and your partner.
2. you do not need to submit a notice of assessment at all - you need to submit on option C print-out
 
If you are not able to provide the option C printout, just write the explanation on a piece of paper and submit to CIC.
