The student visa application cannot be processed within Canada - it must be sent to the visa office responsible for your home country. Your passport will also have to be sent to the same visa office. Generally it's a better idea to apply for a study permit while you are outside of Canada since to be approved, you must show you have strong ties to your home country and have no plans on remaining in Canada long term.
