Do I have a time limit on when I can resubmit? They have sent it back. I also am not eligible for a visitor record on the CIC questionnaire for whatever reason.

You need to apply to restore your status to visitor. Normally there is a 90 day limit on applying for restoration. However right now this limit is waived due to COVID.
