I am social work graduated at 2012 , however working as a network engineer for 3 years full time and hold CCNP cisco certification.
I am also preparing new degree in Management Information Systems, but still reaming 3 years of studying.
If the Management Information Systems degree match my experience, is it really years experience get counted after graduation,
can't apply the experience i have before i get this degree?

Your duties should be in correspondence to what is described in NOC.
Education is not so important.
You might provide an explanation in the letter of explanation when you receive ITA and submit all the docs.

Yes, years before your degree do count for EE, as long as they are in skill level A, B, or O.
