only you as a 'Principal Applicant' have to submit the English test. Your husband is not required to do so.
In future if you are going to apply for the citizenship he will has to pass an English test if his age is between 18-54 years.
In Canada, finding jobs is not depend on your visa. In fact nobody care what is your status in Canada as long as you are legally allowed to work. The better your English the faster and easier to get the job that you want.
