I am applying to AINP under skilled worker

Do I have to have funds even before I send my package to the AINP office? I stated I have 11 000 dollars but I really do not have it now. I am working full time job here in Edmonton so I can have this amount by the time the AINP makes a decision because I heard CIC is the one who asks for the bank statement. Please help me with this

You don't need 11,000 when you are a PNP applicant. You only need it if you are applying under the federal skilled worker program and don't have a job offer.
