I already earned a BFA in Canada, can I enroll in a certificate program there?

I already attended University in Canada for 5 years and was twice refused a Post Graduation Work Permit.

I am thinking about going into BCIT's Broadcast Journalism Management Certificate program, which is a part-time program that accepts international students. My BFA was in Writing, so the BCIT program is within my field.

I have already contacted the school and asked their International Student Centre about my specific case and they said there should be no problems. Given that I have recently been refused a Post Grad Work Permit, I am worried about being rejected for a study permit.

Should I be?

1. Yes, you should be. You will be refused for study permit with any 'Part time' course admission. For international students, it MUST be a 'full time' course from a recognized school.
2. International student can be a 'Part time' student ONLY in the "last semester" of course provided only few courses left to complete.

The school doesn't offer the program on a full time basis to international students. why would they do that if you can't be an international student in a part time program?

Who hold the authority to issue/refuse study permit? Your school or CIC?

Your school is free to offer whatever they wish, but to stay legally in Canada, you MUST comply with the CIC rules.

yeah i get that. i've been an international student in canada before and i get how the system works. However, on BCIT's website, the program is listed under "programs for international students." i also called the school because i thought you had to be full time to get a permit and they said they've been offering the part time certificate program for years with no problems.

1. Even after having two refusal of PGWP in hand, you are still far away from understanding the rules of CIC concerning international students.
2. International students must register as full-time students in a minimum of four courses (12 credits) per session. CIC will grant a study permit ONLY if you have been admitted as a full time student.
3. With a part time study, international students are NOT eligible for;
-Study permit.
-Off Campus Work Permit.
-Post Graduate Work Permit.

after talking to the citizenship and immigration canada call centre, their word is this:

part time students are eligible for a study permit but are not eligible to work off campus during their studies and are not eligible for a pgwp.

they are still eligible for the study permit.

I quote;

yeah the loop hole there is that you can be in a part time program but you have to take a minimum of 3 classes, which makes you, in CIC's eyes a full time student.
