Husbands PR visa approval

hello my husband got his visa approval to come to Winnipeg but I am wondering where can his layovers be if he is flying from Tehran to Winnipeg, I am aware that he can not go to any American city’s but I am wondering can his lay overs be in Vienna, Frankfurt, Amsterdam, and London?
Please help as I am trying to help buy the ticket for him to come he only have 25 days to travel.

Yes he got his visa finally after 5 years of waiting, my husband got stuck when he got his visa he got stuck in Chicago the said he wasn’t aloud to go through Chicago because he had no visa to go through a America so for my brother in law my sister wants to make sure he won’t get stoped in any other city.
