How can VO make the switch between spouses? VO will not determine who is eligible?
In my opinion pun123 should apply as separate applicants. Since both are qualified under the new rules, they stand a better chance when the issue of "Cap" per NOC comes into play.
To be on the safe side, you should make two applications, because if one reaches cap of 1000, another can make it possible for you, if u dont have problem of money, go ahead positively with two applicaitons, launch at the same time, cheers....

This happens to one of my friends during interview. It's May be rare but possible but it may be saver to have two applications. You have a decision on your hands.

Yes - you can each apply with separate applications. When one gets approved for a PR visa, the other one will have to be withdrawn as you can have 2 applications in process up until visa issuance.
