My husband has a valid US visa B1/B2, however he says he was told that there is a document/pass he could obtain to visit Canada. If this is true how can he go about obtaining it also can he apply for a canadain visiotr from the states if he is there as a tourist. Also how hard would it be in general for him to receive a Canadian visa seeing we are married and I haven't yet started the PR process?

If he wants to visit Canada and holds a non-visa exempt passport, he will need to apply for a Canadian tourist visa. It can be difficult to obtain a visitor visa when your spouse is Canadian - but by all means give it a try. Information is here: http://www.cic.gc.ca/english/visit/

Depends what country hes from. Some are easier than others to get a TRV for Canada.
He might be able to apply online. There are a few things he may need, but you can look here:
