if approval of hswp was done before ministerial changes which came in effect and excluded care giving agencies from giving jobs to only private individuals who could give job offers, in that case where approval was done before this change can person work under the same offer in which he was approved that being an care giving agency( work is in private household)

Job offers from businesses for any gaining experience applicant aren't permitted. After acquiring the work permit businesses can employee you. It's the offer they have an issue with.
