1. It depends on your personal skills, as you said you have no experience in either of these two courses, so its difficult to predit what's best for you.

2. Personally I would recommend Database Application Developer Course with main focus on SQL Server 2008 OR SQL Server 2008 R2 (Aviod SQL Server 2005, its no longer supported by Microsoft since June 2011, but still widely in use). There should be no doubt that this course in is demand in Canada and holds high job prospects. You can search in Red River College, Winnipeg (Manitoba). They are offering a two year diploma in BITS (with specialization in SQL DataBase Application).
HR Management require somewhat differenst skills like your interpersonal and communication skills.

3. Finally, I am in no way endorsing any of these two courses. Its entirely on you to decide whats better for you.

That's great, since you hold B.E. and aspiring for Human Resource Management then the best shot would be MBA with tilt towards HR.

Take GMAT and score atleast 550 (Most of the middle to higher middle MBA school wants minimum 550), prepare one solid S.O.P and CV, get atleast 2 or may be 3 reference letter, or lets say letter of recommendation (One should be from your Academics) and be prepare for the telephonic interview (it may happen !) and ofcourse Ilets with minimum 6.5 with no section below 6.0.

and better to apply atleast 8-9 months prior to the start date

Cheers !

1. First you decide what course you would like to pursue !

2. Ofcourse, you can apply to any University with out work experience, except for "very few" programs, like MBA . But even in MBA, chances always exist for those with no work experience but exceptional academics. You got 3.85 GPA, so you can give a shot.

3. Tution fees depends on courses and credits, and its different for each course. You better search online. Its always a best bet to pursue courses at "University Level". And yes, apply atleast 7-8 months prior to the start date.
