I am a visitor from India. My spouse and me have valid U S visa. After visiting Niagara we wish to cross over and go to the Canadian side as also to Toronto. Should we get a visa from India before travel to USA or would we be able to obtain a visa from Washington DC?

If you and your wife have used your US visas before, I believe you can qualify for CAN+ which allows for slightly faster processing, but someone more knowledgeable can correct me on this.
 
Any one can clarify what CAN+ means?

CAN+ means faster processing. You would need to scan your US visa + include any US entry stamps + request for CAN+ processing in the cover letter (and also request VFS staff to mark your application as CAN+ if you submit by paper). The visa office may/may not process your application as CAN+.

It is best to apply for TRVs/visitor visas when you're in India to prove you have strong ties to return to. Do factor in at least 1.5 months for TRV processing before you make any travel plans. Also, it is not advisable to book tickets before visas are issued
