Send the passport with the COPR and tell them you no longer intend to emigrate and you wish to cancel and apply for refund of the RPRF.

I strongly tell go get the PR and return back; in case down the line if you wish you can move to Canada.

Else I doubt the RPRF will be return; I have no idea about the refund.

Its just handing over the passport requesting for a visa cancellation.

Dear..if u do not wish to benefit from PR visa...do not land as per the timeline. Visa will automatically expire.

In my view, returning COPR or not landing within visa validity date is same
