Hi! I'm in the process of getting Canadian Permanent Residency. I already passed the interview waver and it is the time to collect and submit the FBI, criminal check papers and medical exam papers. I was applying for all family members: husband, 2 kids and me. If my husband doesn't want to continue the process, can he be withdrawn and 3 of us will continue the process? How does it work?

Yes you can withdraw family member from the process.

he had to go theough medicals and also you have to provide PCC for him.
after that you can write a letter to ur VO stating that ur husband donot want to accompany you to canada.

then the VO will ask you to submitt an written declaration by you husband that he does not want you to accompany you to canada and he has no problems if you take children with her.

so this is the procedure

u can but risk of getting ur visa rejected in whole... subject to ur application / eligibility points...
