Hi:

I am studying in Canada (student status) in last semester. I am also applied as a dependent child with my parents in Family Class sponsorship Application. 5 days ago Main Applicant (my father) in India received a letter from Canadian High Commission, New Delhi. In letter, they asked my father to submit my passport with 2 photographs along with a copy of this letter, to the visa office in New Delhi with in 45 days to finalize and to give decision on this application (PR approval). I cant take drop because i already paid $8000, have to attend CO-OP of 4 months, and its will delay my future carrier plan. I have only extended study permit with me. My multiple entry visa expired last month and i cant go without visa to India. In letter they told us to see- VFS Visa Application Center (India) website for details on how to transmit your passports to the Canadian High Commission by vfs global, India. When i am going to that vfs global Website which shows- Passport Transmission Services option, which describes- I have to personally or by authorized representative at the CVAC submit passport to Canadian Visa Application Center (CVAC, these offices are located in India). I do not know how can I submit my passport by CVAC to New Delhi office. I already visited General Consulate of India office, by phone talk with CIC office, went to BLS where u can apply for Indian passport. These offices did not provide any information. I will appreciate you for giving suggestion or any information regarding this. I am stressed and have only 38 days left. Thanks.

Because it is illegal to send Indian passports by mail / courier, I believe your two options are: (1) go yourself; (2) have a friend / family member who is traveling from Canada to India take your passport with a letter from you authorizing that person to carry your passport.

Thanks for giving me your feedback. I have some concerns on these options. I will appreciate you to give your feedback on these.

Option 1- I don't have visa, but i have extended study permit. I can't go from Canada to India without visa. Is there any possibility to ask Canadian High Commission to extend that day limit to submit my passport from 45 days to 90 days so i can apply for Visa?
Option 2- If i will give authorization letter to a person with my passport, Can he / she bring my passport from India to Canada? Is it will be safe for person who will carry my passport? After getting my passport, how can i show my PR document to CIC as a landed immigrant?

I am not sure the exact solution to your problem. But if you can not travel to INDIA then inquire if you may submit your details to CIC in Canada or even CBSA. They regularly do secure correspondance between different location.
I know this because when I applied for my sons citizenship from abraod. They said that the certificate will be corresponded through a secure mail to high commission, and then the high commission further mails the documents to the local mailing addresses.
If I were you, I would call High Commission of Canada in any country and see if they can answer you questions. To make things easier, try to tell them that you are a student and what can you do in your situtation.
