I believe the only way is to apply for a study permit for him. Although this would mean he has to pay international student fees for his education, which are quite high.
Also note that he WOULD have to return back to his home country after his studies. If CIC do not believe that this is the plan, he will be refused a study permit.
You're looking at around $13K per year in tuition (for a public school). Living expenses will obviously be extra.
