My friend left Canada about 10 years ago with the citizen spouse. The spouse (Canada citizen) got a VP level job back home and went back with the kid. 1 year later, my friend quit the job in Canada and came back, too. They got the second child back home. Now their elder kid is going to be in high school and they plan to come back to Canada. The spouse and the elder kid are Canada citizen, they can come back any time. However, my friend's PR is expired long time ago, and not renewed. How can my friend and the younger kid come back with the family? Does my friend need to renew PR card before coming back? How long is it going to take for the renewal process? How about the younger kid? What kind of document does the younger one need to come back to Canada?
 
If your friend lived with her canadian spouse while abroad, then your friend still actually meets all requirements to remain PR. Living with a Canadian spouse abroad counts the same as living in Canada in regards to PR. The only thing that expired is the PR card. If your friend does not have a visa-exempt passport, then your friend will need to apply for a travel document that will allow your friend to get back to Canada and from there, can reapply for the PR card. The key thing when your friend applies for the travel document and PR card renewal is that your friend will have to prove that your friend was living with her spouse while abroad. The younger kid will need to get proof of citizenship document from CIC and with that can then apply for Canadian passport.

For the younger kid, how can they bring him back to Canada? Can they apply a travel document for the baby, too?

Furthermore, can they renew PR card when outside of Canada? The problem is they may come back and forth between Canada and hometown. They are not from visa-exempted country. It takes 3 months to even more than a year to get PR card renewed. If in the process of PR card renewal, can my friend leave Canada for a while and then come back? What kind of document is needed for travel abroad before the new PR card received?

How many children are there? My understanding was there is an elder kid who was born in Canada and a younger kid born abroad. The younger kid will need to get citizenship proof and then use that to apply for a passport. How to get proof: http://www.cic.gc.ca/english/citizenship/proof.asp

You technically cannot renew your PR card outside Canada. They won't mail it to a foreign address. You friend can leave Canada as she wishes but without a PR card your friend will need a travel document to return to Canada: http://www.cic.gc.ca/english/information/applications/travel.asp

I don't know if there is any limit to the number of times you can apply for a travel document. I don't think there is, but I'm not sure. It would be best to call CIC.
 
A travel document is usually valid for 6 months. There is no limit to how often you can apply for one as long as you keep meeting the RO. However, the purpose of it is to enter Canada in order to apply to renew your PR card. It is not meant as a replacement of a PR card.
