Hello, I am wondering if there is anyone who could advise me what to do in my case.
I have been living in USA with my Canadian citizen since 2006. My PR expired in 2010. We moved to USA on my husband work transfer from Canada to USA. It is a US firm. 3 years ago, i got into Medical residency here. I got J-1 visa with a statement of Need from Health Canada. My residency will finish this June. Now I got fellowship to do from July for two more years. But to extend my J-1 visa i need an extension for the Statement of Need from Health Canada again. Health Canada can issue that only if I have a valid PR card. So I am wondering ways to renew my PR Card urgently. Problem is that I can't stay in Canada for no more than few days as I am doing my residency here till June (I may get only few days of vacation from my university). Secondly I can't make trips to Canada without a valid PR Card. I have applied for PRTD yesterday thinking that it will help me to go to Canada to apply for PR card and if i come back to continue my residency but i am not sure what option for me to pick it up , if i use my travel document.
Could someone can help me with
1. ways to renew my PR card while outside canada
2. Is there a way that somebody could apply on by behalf from canada
3. If not , i could use my travel document to go and apply, then how will i be able to pick it up.

It is complicated situation and rest of my career is based on this, please advice. We are trying to talk to lawyers, but it is weekend, so far no luck.

You can fill out your application and send the forms to someone you know in Canada to send in for you. Immigration manuals state that although a PR card must be applied for in Canada, it is not a reason to refuse the application that the person is not in Canada. You have to have an address for them in Canada to mail you and when you get a letter to pick up your card, you need to go and do that.
 
Leon is absolutely right. But you need the PR urgently as looks from your case, you may attache a ticket booked ( along with a ticket payment proof copy, a cheque copy etc) from Canada to US for about 10 days after you dispatch the PR renewal application form to CIC Canada. Before your departure date to US you will get the PR card ready at the local CIC office and you can pick it up.

Hi Leon,
Does it mean that you cannot send your application form directly from outside Canada?
Where do you have to pick up your card? Can you choose the location. I am currently in Toronto.
Lastly, can you provide me with the link on immigration manuals. Can't seem to find it on the CIC website.

That's right. They can refuse applications that originate completely outside Canada.

You must have a mailing address in Canada and they will send your card to the CIC office responsible for that area. You will be mailed a letter stating where and when to come pick it up.
