I'm a Ukrainian citizen, and I applied for a Canadian visitor visa from the USA and already got a passport request letter which says that I must provide my passport within 30 days.

But my passport was stolen here, in the USA right before I was going to send it. I have all the police reports that prove it. I'm going back to Ukraine at the beginning of July and get new passport. I already purchased a money order to pay for my passport processing from the USA.


So my questions are:

- Can I submit my NEW Ukrainian passport to the Ukrainian Visa Application Center at the beginning of July from Ukraine? And should I fill some other application for reissuing?

- Do I need to pay again in Ukraine if I already sent the money order to the lockbox in the USA?
 
You will need a passport to re-enter Ukraine from the US.

No, you cannot.

As you won't be able to submit the new passport to the US visa office within the 30 days of the passport request, your current TRV file will be closed as a refusal.

You could try emailing/send a IRCC web form to explain your current situation to the visa office. But, I believe you would need to reapply for a new TRV from scratch.


- Do I need to pay again in Ukraine if I already sent the money order to the lockbox in the USA?
Don't send any money order/VAC processing fee to the US lockbox. If you have already sent the money order, it won't be refunded.

You will need to submit your new passport to the closest VAC + pay the applicable VAC processing fee when you get a new passport request in Ukraine
