My federal skilled worker visa expired in 2016 and I just spent 07 days in 05 yr period, applied for PRTD from India on humanitarian ground but refused.Now,pl somebody suggest me as to how should I re apply for my Canadian citizenship as skilled worker
 
You cannot apply for Canadian citizenship. You must apply for permanent residency. You'll need to research the current rules of apply for PR as a skilled worker. I would recommend you start by researching the Express Entry program.

As of now, you need 440+ points to be selected under Express Entry.
It means I don't get any advantage of my earlier expired skilled worker visa ,if I apply afresh.Anyhow,thanx for your reply

Correct - no advantages. You have to apply for PR again from the start just like any other applicant.
