How to order GCMC notes from outside Canada

As per my knowledge GCMC notes can only be ordered by someone who is in Canada. I am a FSW applicant from India and my sister is a Canadian PR holder residing in Canada.

Is it possible that she can order GCMC notes on my behalf.
