In form IMM 3903E, Contry Specific Instructions, Appendix A point 12, it mentions the following "Photos must be loose. Do not send them in binders, albums, frames or other such containers". It seems it can be quite difficult to organise the application with 10 or 20 photos especially if some questions (e.g. from form IMM 5490) specifically ask for photos, so I have taped photos to appropriately titled blank pages with question number. As such, will this be fine as in this case, the photos can be considered not loose but are binded to pieces of paper ?

I just organized photos 3 to a page on Microsoft publisher, then printed them off. It was fine. I would think taping the pictures to a paper would be similar.
 
I believe that they want to be able to feed your documents through a scanner. As such, photographs stuck to a paper can be problematic. It's best to either scan them and put them into some kind of word processing document and print the whole page with the pictures and labels or to label the back of each picture.
 
I just put all my photos together in an envelope in the back. It seemed a lot easier that way, since some of the photos and evidence could be linked with more than one question in the package. I didn't want to put multiple copies of the same thing.
