How to get LMIA

My relative who resides in Ontario, Canada want to offer me a full time,permanent job offer . He wants me for his work as urgent as possible. So,I want to know that how can he get a "LMIA" permission?

LOL, that's 4 year old post. I guess he applied through SINP OID.
