My uncle wants to move to Canada. He is currently working as a Building Safety inspection worker for a construction company in Singapore. He passed Secondary School certificate. He did courses on welding and has experience in it from Singapore. He is now doing a course on plumbing. Most probably he isn’t eligible to move in Canada as a permanent resident. I did some research and saw LMIA is the only option for him to come to Canada. I have tried to email few companies to let me know the way to get a job offer but none replied back. Could you please help me that how can I help him come to Canada?

It is very difficult. He needs a Canadian job offer. Then the employer needs to pay $1k and prove no Canadian or PR could be hired, only your uncle. Then they fill out the paperwork for the LMIA explaining why they can’t hire a Canadian or PR and how a foreign worker will grow their business. Few employers go through the process as it is time consuming, costs money and processing takes months. Then if employer gets LMIA, then he applies for closed work permit…months to process. There is no point calling employers because few want to go through the process.

He needs to try applying to job openings in Canada and has to hope he finds a company that is willing to hire a foreign workers and go through the LMIA process. Sending emails to companies isn't the way to do it. He needs to actually apply for job openings and submit his resume, etc.

He needs to be very careful since there are many job scams out there. If anyone asks him for money, it's a scam.

Unfortunately it's generally very difficult to find employers willing to go through this process. However he can certainly try.

Given that he doesn’t any have any type of degrees that will be recognized in Canada it will be fairly difficult to show that no Canadian could do his general labour job. Still difficult but much easier to get an LMIA and WP if you have highly specialized skillls.
