There are no NOC caps under Express Entry / FSW 2015.

Ok thanks! But what about Labour Market Assessments; as in, how do we find out whether a particular NOC (3111 in my case) is in demand, and how many more people will be given ITA if the CRS is good...

ITA is based on your CRS - not on your NOC. If you score 450 or above, you can expect to receive ITA. Otherwise the chances are much lower.
