I'm assisting the girlfriend with her residence application and she now has the fearful English proficiency tes to do. We have determined that her NOC classification is 4212 Class B. How does one determine the CNB level of the class B since there is two categories for the B class?

The current CEC guide says,
•If you have qualifying Canadian work experience at Skill Level B of NOC, your test results must match the CLB/NCLC below(see chart):
◦5 or higher for each of those abilities, or
◦4 for any one of those abilities, 5 or higher for any other two of those abilities and 6 or higher for the remaining ability.

It's best for her to aim to have nothing less than a 5.0 in each ability to be on the safe side.

Note that this are the current language requirements but if she is applying after Jan 2013, she should check the CEC guide again because new rules will be in effect then.
