Check the IRCC DLI list. The DLI list will indicate if the university qualifies for a PGWP.
No - not necessarily. Again, you need to check the DLI list. Some schools qualify for PGWP for all programs. Some schools for only specific programs.
Most of the public universities have almost all programs approved for pgwp. However, few programs are exception which are given pgwp and they are mentioned on dli list. So you must check the list
