How to calculate Language points? per ability respectively? Urgent!!

My IELTS result is : L 8, R 7.5, W 6, S 6.5. What is my language points?
6+6+4+5=21?
or
4+4+4+4=16?

Urgent! If my score is 21, I can apply anytime; if my score is 16, i have to wait for my husband's IELTS score next month.

16 points was as per old system (no more now)
