You need to start by finding an employer in Canada who is willing to give you a job offer. That employer then needs to apply for an LMIA. Once the LMIA is approved, you can then apply for a work permit tied to that specific employer.
Generally speaking, it's very difficult to find an employer in Canada willing to go through this process.
Stay away from agencies. Their job offers are almost always scams.
