How to apply GCMS?

I heard a lot about GCMS. Now wondering how to apply for that. In cic website, it says about the GCMS program, not the process. Can anybody help me? Thanks in advance.

Download the form IMM 5563 fill it and send to given e mail on last page of the form, it will take 3 to 4 weeks
Please note that: If you are in Canada no fee for privacy act Info

They have a new online ATIP interface on cic.gc main page. Haven't tried it though.

Are there similar procedures at the provincial level for nomination applications ?
