How to apply for PNP programme?

I have given my work to one of the consultant in uae but my crs is less than 400 so I Am sure that through EE is not possible that I can receive invitation so consultant told me that you can apply with PNP. So I want to ask that how an individual can apply PNP programme. Main applicant work background is from accountant managerial post.

One more question is that one of my cousin who got overall 6 in Ielts he is a main applicant. Same he has given his task to consultant they said you have to give Ielts again then we can create profile because in listening he got 5.5 they said they will not accept it.kindly help now what to do or it's there delaying tactics?

Can an individual itself do both EE and PNP programme or we need to hire consultant.
