How to apply for dependent's study permit

Hi, I and my spouse are currently working in Canada with work permits. We would like to bring our daughter as dependent by end of this year. She is 16 years old. How to apply for her study permit when she does not yet has an offer letter from designated school in Canada?

Are you on NOC 0, A or B? If so, apply for a TRV. When she lands ask for visitor record to match your work permit end date.
