I would like to apply for a teaching license.
I am a Canadian citizen, but I have my residency in Thailand.
My B.A. is from Concordia University (Montreal) and a Post-Grad Diploma from Education Ifugao University (Philippines).
I already have my Thailand teaching license.
How should I proceed to make an application for a teaching license?

Depends on which province you plan to work in.
 
I should have mentioned that I don't know if I will return to Canada, but many of the schools here in Asia do like to see a "Western teaching License".
I grew up in Quebec, so maybe that might be the province to make an application.

The process to get licensed can be quite involved like having to return to school, teaching for a certain amount of hours under supervision, etc. The process is not meant for people who aren’t actually planning on teaching in Canada. You can do your research on each province.
