how to answer the thicky question"Do you have a candidate in your mind already"

Hi everyone,

I have a question. During the phone interview for IMIA, they sometimes ask a question'Do you have a candidate in your mind already?'. If say NO the emplyer already put a name on the application; If say YES they always need you to keep looking and interviewing new candidates. It is so tricky!!What is the right or standard answer to it?
