how quickly do u think the caps will fill? does it make sense to do my ielt now?

I want to apply under the federal skilled worker program but I haven't done the ielt and I can't do it in the country I currently live in so i would have to buy a plane ticket to fly somewhere else to do the test. I'm scared that by the time I get the results that the cap will be filled for my NOC and I would have wasted tons of money. Does it even make sense to try since 1000's of people probably have all their documents ready to submit already.
