They periodically audit and inspect each VO

I read all about the last ones conducted at SVO.

The VO is made up of a majority of locally engaged staff (LES) and only has 2 Canadian based officers responsible for the entire immigration section (which processes 10 countries)

The audit revealed that they had an LES who was making final determinations on visa applications, which violates the IRPA.

It's abhorrent at best the way things are done at Canadian visa offices.

The government preaches the importance of family reunification, yet my family hasn't been reunited and there's no end in sight.

These clowns denied my wife's study permit app on the basis of "family ties in Canada" and then have the audacity to question if we are family when forced to apply for PR well before we wanted to.

It's absolutely f*cking ridiculous.

Where are the approval rates found?? Just curious about my the VO where my husband's app is going, which I assume has a high rate for interviews.

Haha thanks, I just started reading that chapter.....now gives me motivation to read the whole thing :)

what are LES? aren't they also canadian?
 
Locally Engaged Staff are citizens of another country employed by the Canadian government to work in the VO. All the people I dealt with at Kyiv VO (I think, there's no way to be certain without asking) were Ukrainians. They all spoke English with a Ukrainian accent. I have seen jobs posted for Ukrainian nationals to work at Kyiv VO.

Locally engaged staff. At SVO they are Singaporean. It is a cost saving tactic used by Canadian visa offices globally. They are not allowed to have the title of visa officer and they are not allowed to make final determinations on applications.

The audit at SVO revealed that both were happening there.
 
interesting. i wasn't aware of this.

i think work ethic varies across different cultures, so i wonder how much of an influence that has on approval rates. are singaporean visa officers more likely to be rigid compared to canadian visa officers? i think their approval rate speaks for itself. :-\

Several south east Asian countries are very well known for having high levels of marriage fraud. Bangladesh, Thailand, Vietnam, and Cambodia especially. We get the short end of the stick by having to go through SVO. Jakarta only processes temporary visas and not PR apps. There are very few Indonesians who emigrate from Indonesia and so the volume of applicants for PR is so low that for them to process them in Jakarta it wouldn't be worth it. There's only about 12,000 Indonesians in Canada right now and that's across all immigration statuses not just PR's. There is something like 7 or 8 times more Malay's in Canada and they have about a quarter of the population Indonesia does.

That being said, I wish Manila processed Indonesian applicants opposed to Singapore.

That is the very frustrating situation they put couples in - no other type of Visa will be granted once you are married because you have a spouse in Canada so they suspect you will overstay. Yet, when you attempt to bring that same spouse to Canada as a Permanent Resident now they evaluate in a different manner and say that spousal relationship is not 'real' enough for them. In doing this they condemn these relationships. The remaining choices after that point are an appeal which will take more than a year, or the person in Canada moves outside of Canada to live with the other spouse until the Canadian government decides to recognize their relationship in their next application attempt further down the road.
Most people are not able to leave Canada for a few years in order to build a longer history of living together as a married couple, due to family or job concerns.
It's a very difficult path when it gets to that point.

My friend also married an Indonesian and sent basically the same study permit app for the same exact course my wife registered in and the app was approved and his wife has been here for over a year now... Go figure..
