I would like to ask a question, How much points I could get for my wife qualification and work experience? Let suppose, her qualification is bachelors around 16 years of education and work experience of 4 years. How much points I could get ?

No points at all for spouse's education or work experience unless any of those were obtained in Canada. The only way to claim points for spouse is to have her take IELTS and score above CLB 4. This will give you 5 points. Read the FSW guideline for details:
