We were married in Sept 2007, applied for his PR at the beginning of Oct. He is staying in the US so he can work. I gave birth to our daughter in Dec 2007. The last we heard was from Buffalo in March 2008 saying that no interview was needed and the papers need to be finalized. We haven't heard anything since and when he contacted Buffalo all they said was it was still being processed. Is this normal? Any idea on what the hold up could be?

Get his CAIPS notes, http://www.cic.gc.ca/english/department/atip/faq.asp it doesn't sound right. Has he a record in the US, been deported from Canada?

Nope. Lived his entire life in the US and has never had trouble with the law. He comes up and visits almost every weekend and has never had any trouble here either. I figured it was either misplaced or sitting on the desk of a very, very slow worker.
 
Buffalo is supposed to be processing aps in 3-9 months - it's very unusual for a straight-forward application to take this long. Do they have his and your current address? I think I'd get your MP to make an inquiry and see if they can come up with some explanation for why this has taken over 14 months now with no word on finalization. That's not normal.
