Hi,
I was told that after the receiving AOR from Sydney, your application gets looked at by junior officers in Ottawa before reaching the VO who makes the final decision on your application. And if you have not heard anything from CIC until your batch is being processed, it really is all just paper work then; youre application will definitely get approved. Well, granted that you pass your medicals and PCC is good. How true is this?

Yes, from what I've seen, the application does get reviewed by Junior VOs and if simple things like time spent working full time in Canada < 1 Year, or intial check of NOC doesn't match job duties, then application may get refused OR you may be contacted to provide more proof early on in the process; this has certainly been the case recently with CIC giving a chance to explain oneself.

However, it is not entirely true that if one has not received a response until their batch is being processed, the application will definately get approved. In fact, it could still be refused or may require further clarification. It is only definite once you get the PPR, in my opinion.
