You can apply again, and again until you get PR

Hubby is on his second extension, we're going to apply for his third soon unless he gets PPR

I'm on my second and have just applied for the third yesterday. As we have already started preparing our application, I included information such as the tracking number on my police clearance request mailed to the FBI and offered to provide proof of medicals as well (receipts or a photocopy of the form). We felt it was important to show intent and progress this time around, since it's been 18 months since I began "visiting" Canada.
