how many points should i expect from my wife with this condition....

How many points can i claim for my wife?My wife case is like this

She completed 1st and 2nd year from nepal.But failed in 3 years .SO she couldn't get certificate of bachelors.At same time she transfer her course from nepal to USA.This is her last year to get bachelors degree from s university.(Till now no certificate)

But i am sending my document this week so how many points should i expect from her.

Does she need to complete Degree to get point or 17 years of full time course is sufficient to get point.

Total years of studies ; - 17years.

Please advice / answer
