17 months is not the actual processing time. This is how long it took for CIC to complete 80% of applications. This means that 80% of applications are processed in 17 months or faster - some much much faster. This is no different than any other visa office and there is no secret. The posted processing time is not the actual or average processing time - and most applications are processed faster or much faster.

When my husband's application was processed through the Buffalo office, the posted time was 9 or 10 months and his application was processed in three months. So again, this isn't unique to Manila.

What Scylla said, and the reason for the more extreme times is some people might need interviews, which makes it take longer. Some people have lots of red flags in their applications (suspicious relationship).
I don't know if this is rumour or true, but I read that sometimes applications are sent from other VO's that have already been in process for ages (maybe the VO they were at is too backed up, etc) and this could also raise the official processing time.

If you have a simple application there's no reason yours won't go as fast as 6-7 months, but you never know. Keep it concise, relevant, follow all instructions, make sure your forms are up to date and you will be fine.

My wife's VO was 30 months according to the website, but we had ours finished in 5.5 months. Our application was straightforward with almost no red flags. If your application is like that, then you can expect to get PR in under a year. Beware that getting an interview request will signficantly increase the total processing time due to the 1-2 year wait for the actual interview.

How will you know if you have red flags in your application?

What are the chances to get PRV if sponsor living together with spouse outside Canada??

Living together spouse and sponsor is red flag on application??

Quoted from canadianwoman:

They are more suspicious about some types of marriages/relationships than others. Generally, if the couple does not have much in common, they will be suspicious. If the relationship did not develop in a 'normal' way they will be suspicious. They will be more suspicious if the applicant comes from certain regions or countries.
There are certain 'red flags' that will cause a visa officer to scrutinize the application closely.
For example: two white people, one Canadian and one from New Zealand, the man slightly older, same religion, same or similar educational and social background, neither party has been married before or has children, no criminal problems, they met at a party two years ago, dated, fell in love, moved in together, got married with family and friends present, now there is a baby on the way, blah blah blah - there will be no problem.
White Canadian woman aged 65 marries 35-year-old man from Kenya, they met online, they get married the first time they meet, language/religion/education/social backgrounds vastly different, the woman has been divorced and has kids, the man wants kids, blah blah blah.
