1) How long does it take for a Student visa to be processed?

2) I have previously applied for a Tourist visa, but got rejected. And PR but my application was too late (my wife being the main applicant). What are the chances that I get a Student visa?

2) Yes - this may work against you. You'll have to include sufficient evidence in your study permit application that you have strong ties to your home country and have no plans to remain in Canada long-term.
